On December 12, 2025, the Los Angeles City Council approved a new ordinance significantly reducing the Rent Stabilization Ordinance (RSO) rent increase formula. The measure passed 12–2 and is effective immediately, with the new calculation implemented July 1, 2026.

Proposed amendments to provide relief for small property owners and to redefine dependents are pending committee review and are not expected to be discussed until at least January.

Los Angeles County has opened applications for its newly established Emergency Rent Relief Program, offering financial assistance to landlords and tenants impacted by the 2025 Eaton or Palisades fires, windstorm events, or other emergency-related financial hardships.
Administered by the Los Angeles County Department of Consumer and Business Affairs (DCBA), the program prioritizes small landlords with four or fewer rental units and is intended to help stabilize housing by addressing unpaid rent tied to emergency hardship. Eligible grant awards may cover up to six months of rent debt, with a maximum of $15,000 per rental unit, subject to limited exceptions. Funds may be used for unpaid rent, unpaid mortgage obligations, or other qualifying expenses directly related to the hardship.
The application period is scheduled to remain open through January 23, 2026, at 4:59 p.m. (local time). Additional information and application links will be shared as they become available. Landlords are encouraged to monitor County communications closely and be prepared to apply promptly, as funding is expected to be limited.

In November, we shared an update on AB 628, a new state law signed by Governor Gavin Newsom that significantly changes California’s habitability standards. Beginning January 1, 2026, all new leases, renewals, and amendments must include a working stove and refrigerator, with only limited exceptions.
AB 628 reclassifies these appliances as core habitability requirements, increasing compliance obligations, tightening repair timelines, and adding potential costs for property owners—particularly those who previously did not provide appliances. With rent increases still capped in many jurisdictions, owners should begin planning now to ensure compliance before the law takes effect.
